of Brisbane in July 2006.

Prosecutor BELINDA MERRIN says the blow was inflicted with such force that it cracked
one of Mr LATU'S ribs .. …

25 May 2011 - French Digital Economy Minister Eric Besson said yesterday for TV channel Canal+ that the introduction of a tax on Internet advertising may be postponed again.
The new rules had to enter into force in July 2011. Initially, the government wanted to impose the new tax from January.

The minister's statement came in response to a proposal by an MP from the ruling party UMP for suspension of the project for a 1% tax on online ad spending, known as the "Google tax", which will affect mostly US Internet search corporation Google (NASDAQ:GOOG).

The tax is a controversial issue as it will bring some EUR25m (USD35m) to the French state, but the receipts from value added tax (VAT) will decline.

About 160 electricians facing the sack at Victoria's desalination plant have been given
a temporary reprieve following a Federal Court decision.

Justice RICHARD TRACEY has today ordered contractor Thiess Degremont and the Electrical
Trades Union to hold talks under the company's dispute resolution agreement to resolve
the impasse.

If the talks fail, the parties could be headed to Fair Work Australia for a ruling.

Thiess argues that it needs to sack 160 workers because they can't be accommodated
under a 56-hour weekly roster.

The company says its disappointed with the court's decision but the union's welcomed
the decision as logical and fair.

According to Dubach, the public offer has been successful.

The grace period during which the offer is still effective runs between 9 March 2011 and 22 March 2011.

VIC:Man critical after Melbourne shooting

MELBOURNE, Dec 5 AAP - A man aged in his 20s is to undergo surgery after a home invasion
in Melbourne's north left him with gunshot and stab wounds to his upper body.

The man was taken to the Royal Melbourne Hospital in a critical condition but is now
described as being serious but stable.

Detective Senior Constable Matthew Puininga from the Armed Crime Task Force said a
group of up to 10 men arrived at Gilmour Court, Werribee, in a car about 5.45pm (AEDT)
on Sunday and forced their way into the victim's house.

"A violent struggle has taken place and one of the occupants has suffered gunshot wounds
and stab wounds," Det Sen Constable Puininga told AAP.

"We're satisfied, at least at this point in time, that it's not random and, obviously,
inquiries are ongoing as to the exact nature of the relationship between the two."

At this stage, drugs have been ruled out as a motive for the attack, he said.

Police are interviewing the other occupants of the house and are doorknocking the area.

Any witnesses with a description of the car or assailants are urged to contact Crime
Stoppers 1800 333 000.

Vic: Apparently confused Chinese hackers target arts festival

The Melbourne International Arts Festival appears to be an innocent victim of the storm
over a visit by exiled Uighur leader REBIYA KADEER.

Ms KADEER is in Victoria for the Melbourne International Film Festival .. but it appears
someone has hacked the Arts Festival site and placed a Chinese flag in the middle of it.

Arts Festival general manager VIVIA HICKMAN says they've referred the matter to the
police and it's being investigated .. but hasn't caused much disruption to their plans.

Chinese authorities wanted Ms KADEER and her movie banned from the Film Festival because
they claim she's behind riots between the Uighar and Han Chinese on July 5.

The film festival's refusal to remove her movie from its program has sparked a mass
boycott by Chinese film-makers .. its website has been hacked and its online ticket booking
system and the festival organisers have received threats.

CANBERRA, April 19 AAP - Actor Cate Blanchett has brought an extra participant along
to the Australia 2020 summit - her newborn son.

Ms Blanchett will co-chair the creative meeting, less than a week after giving birth
to her third child Ignatius Martin Upton.

A beaming Blanchett posed for photos with six-day-old Ignatius this morning as hundreds
of delegates filed through the doors of Parliament House.

Actor Hugh Jackman praised Ms Blanchett on his way in to the summit.

"I have given her my kids - she is looking after them for the weekend," he joked.

"Cate Blanchett is superwoman ... she is amazing on every level, I think she is flawless
as a person and I am thrilled that she is leading our stream."

Actor Rhys Muldoon - known for his role in the ABC kids show Play School - also joked
about the "superwoman" and her childbearing abilities.

"She has just had three kids more this morning, so there will be four little kids at
the summit with her," he said.

HOBART, Aug 3 AAP - Tasmania's Liberal Senator Eric Abetz says outspoken Labor MP Harry
Quick should be supported by his party.

Mr Quick, who is retiring at the federal election after 14 years as MP for Franklin
in southern Tasmania, caused a stir this week by appearing on the campaign trail with
the Liberals.

He also has been outspoken about the pre-selection of his replacement.

The state ALP administrative committee will meet this afternoon to discuss whether
the expel or reprimand Mr Quick for his actions.

On Tuesday Mr Quick upset Labor party ranks when he appeared with Liberal candidate
for the electorate Vanessa Goodwin and Workplace Relations Minister Joe Hockey.

This followed his criticism of Labor's endorsed candidate for the seat, Kevin Harkins,
saying he was not the man for the job, based on his union background.

Senator Abetz said it was unfortunate that Labor was protecting Mr Harkins in an effort
to "look after its union mates".

"The Labor Party have been provided with a choice," he said.

"The person who has increased the Labor Party vote, won a Liberal seat and has been
a good servant for 14 years.

"Do you look after that sort of person or a trade union official who got flown in from
Melbourne."

The state ALP refused to comment other than to say it was meeting today.

MELBOURNE, Feb 1 AAP - A civil jury's finding that Geoff Clark led two pack rapes in
1971 has prompted new allegations involving the Aboriginal leader, lawyers said today.

The claims, made to lawyers for victim Carol Stingel, came as Mr Clark was ordered
today to pay more than $70,000 in court costs, on top of $20,000 in compensatory damages.

The former ATSIC chairman is planning to appeal yesterday's decision by a civil jury
which found he led pack rapes on the then 16-year-old in the Victorian coastal town of
Warrnambool in 1971.

Mr Clark has strenuously denied twice raping Ms Stingel, now aged 51, and has never
faced criminal charges over the allegations.

But the trial has spurred "about half a dozen" people to come forward with new claims,
all dating back to the 1970s, one of Ms Stingel's legal team, who spoke on the condition
of anonymity, said today.

Those coming forward included several women and a man.

Ms Stingel's lawyers also say they have been contacted by many people wishing to express
their support for her.

"A number of them have their own similar stories and wanted to share that with Carol
as a support to her, to say that they believe her and lend credit to her claims," one
lawyer said.

None of those people are believed to be considering legal action.

Mr Clark's lawyer, Mark Yorston, said he had no instructions from his client in relation
to further allegations.

However Mr Clark today said he was a victim of the media.

He told Southern Cross Broadcasting he was the victim of a "show trial".

"It is impossible for me to get a fair trial in this country because of the vilification
of the media," he said.

"This is just prejudice, this is about, in my view, the rule of law.

"Who is the custodian of the rule of law? Is it the judicial system or is it the media?"

Mr Clark said he was being punished for advancing the cause of Aboriginal people.

He said people should read the transcript of the civil trial.

Meanwhile, Victorian County Court Judge David Morrow today ordered Mr Clark to pay
Ms Stingel's court costs of about $71,000.

This amount is on top of the $20,000 damages awarded to her by the jury in compensation
for post traumatic stress.

Mr Clark will also have to pay $1,500 interest on that amount.

Ms Stingel today said she felt "like I've grown about a foot" after yesterday's finding.

She also likened the civil trial to her undergoing a lengthy counselling session.

"It has helped me tremendously, I've been able to air everything that happened to me
my pains and sorrow," Ms Stingel told ABC radio.

"I've just done it in a different way, to the world instead of in a little room."

Ms Stingel said she hoped this was the end of the case.

"If I'm subpoenaed I'll go," she said of any appeal.

"(But) it is time for Geoff Clark to admit to himself who he is and what he is," she said.

Mr Clark was elected ATSIC chairman in 1999 and remained in the post through two terms
until it was abolished by the federal government in 2004.

Qld: Police officers face court over sex allegations

Two Queensland police officers are due in Maroochydore Magistrates Court today .. charged
with raping female prisoners at a watchhouse.

Other charges against them include sexual assault and deprivation of liberty.

Police allege the officers gave cigarettes to three females in custody at the watchhouse
and allowed them out of the cells in return for sexual favours.

The incidents allegedly happened between January and December last year.

The charges were laid in July as a result of an eight-month investigation by the police
Ethical Standards Command.

The officers have been suspended from duties.

MELBOURNE, April 10 AAP - Hundreds of Lebanese Australians gathered in Melbourne today
to protest against the presence of Syrian military and intelligence forces in Lebanon.

Political and religious leaders were among members of the local Lebanese community
at the pro-Lebanon rally, held in Fitzroy, organisers said.

Ray Werden, spokesman for the group Lebanese Opposition in Victoria, said about 500
people gathered at the Edinburgh Gardens for the rally.

Mr Werden said they wanted a full investigation into the assassination of former Lebanese
prime minister Rafik Hariri, who was killed in February.

They also wanted Lebanese political prisoners released and the establishment of an
impartial interim government to oversee the upcoming election in Lebanon, he said.

Mr Werden said his organisation wanted the federal government to maintain pressure
on the world community to advocate for the continued withdrawal of Syrian troops from
Lebanon.

"We want to keep the momentum of pressure for the continued withdrawal of the Syrian
military and intelligence forces from Lebanon," he said.

Syrian troops entered Lebanon, ostensibly as peacekeepers, in the second year of the
1975-90 civil war.

They remained afterward, making Syria the undisputed power in that country.

The pro-Syrian Beirut government and Lebanese supporters of Syria have long argued
the country needs Syrian soldiers to maintain stability.

International pressure has increased on Syria to leave Lebanon since the February 14
assassination in Beirut of the former prime minister.

Earlier this month, UN envoy Terje Roed-Larsen said Syrian troops and intelligence
agents would be withdrawn from Lebanon by April 30.

At the time of Hariri's murder, Syria had 14,000 troops in Lebanon. It began withdrawing
them in March and about 8,000 remain in eastern Lebanon.

IP Over Wireless, Standards Convergence Keys to Future Growth, Nortel (Northern Telecom) Executive Tells CDMA World Congress

SINGAPORE, June 23 /PRNewswire/ - Make the Internet Protocol (IP) work over wireless, and resolve the political and technical barriers to a single, global third generation standard.

These are imperatives for the continued dynamic growth of wireless communications into the next century, Matt Desch, president, Wireless Networks, Nortel (Northern Telecom) (NYSE/NT/TSE: NTL), told cdmaOne proponents today in his opening address to the third annual CDMA World Congress.

"We see more and more people around the globe using the Internet, mobile phones and other technologies to make their voices heard as they protest against injustice and seek to realize their aspirations," said U.S. Secretary of State Hillary Clinton recently. "There is a historic opportunity to effect positive change, change America supports. ... So we're focused on helping them do that, on helping them talk to each other, to their communities, to their governments and to the world."

As a U.S. senator representing New York state, Clinton made a priority of extending broadband coverage to the rural reaches of the Adirondacks and the North Country. Now she has made a signature issue of what is being called "liberation technology" -- promoting ways to allow citizens around the world to keep talking even if repressive regimes censor or otherwise unplug telecommunication networks.

Despite diplomatic pique and real risks to dissidents in nations like Iran, Syria, Afghanistan, China and North Korea, the low-profile efforts of the State Department and the Pentagon could be a key to maintaining the momentum of democracy uprisings that swept across the Arab world this spring.

On Sunday, New York Times reporters James Glanz and John Markoff offered a fascinating glimpse at the high-tech wizardry of the "stealth Internet" project -- an initiative in a dozen countries that the U.S. government has invested at least $50 million in so far. The details of "suitcase" communication networks that link cellphones and computers while bypassing state-controlled media are the stuff of Third World science fiction. Working out those details in Washington is an unlikely crew that includes a young programmer with pierced ears and leather bracelet, a veteran hacker, a computer security expert, and Sascha Meinrath, director of the activist New American Foundation's Open Technology Initiative.

Some worry the projects could backfire, allowing enforcers with sophisticated surveillance technology to track and capture dissidents. Could stealth communications in the hands of terrorists enable them to carry out their clandestine plots?

The benefits of open communications are undeniable. Before he left office, Egypt's Hosni Mubarak nearly shut down his nation's Internet system. In Syria, Basher al-Assad's regime also disrupted communications for a while, impeding protesters' coordination and mobilization efforts. In Iran, the authorities disabled the Internet during the 2009 protests.

As for terrorists, they have more to fear than gain from open communications. In Afghanistan, the Taliban have targeted telecommunication networks. A U.S.-sponsored effort is under way to evade Taliban attacks through networks of cellphones.

Not surprisingly, U.S. officials don't talk about this technology as a tool to oppose regimes, but rather as a means of protecting free speech, civil and human rights. If this under-the-radar spread of stealth communications bedevils authoritarian rulers and provokes the wrath of the Taliban and the remnants of al-Qaida's terrorist network, so much the better.

Hoteliers with updated television issues also have to grapple with the difficulty of bringing high-definition content to guests. Since the days of cathode-ray tube sets, most hotels have used programming providers of pay-per-view media to boost revenue. In today's iPad era, however, more guests are bringing their content with them or remotely accessing their personal video stash on the Web.

"We chose not to do PPV because [some of the] models are pretty much broken, given the Internet, Netflix and people connecting to DVRs," said Andy Pettingill, director of hotel operations for Western States Lodging & Management. "Our hotels that actually have those systems are not breaking even, so we chose not to make the investment into a revenue source that's not a revenue source anymore."

But moving away from pay-per-view services can complicate the design and simplicity of guestroom entertainment solutions.

"Starting with our Frisco [Texas] Homewood Suites property, about three years ago, we wanted to get away from PPV and decided to go with a local cable provider," said Matthew Newton, president of Magnolia Lodging. "At first it looked to be great because you get 140 channels and digital music from cable. Our lineup was amazing, but they had to put converter boxes in the rooms and we found out it frustrated guests."

Newton compares the diminishing "wow" factor of modern televisions to that of high-speed Internet in the early days of the information boom.

"Two or three years ago you could still get that 'wow' factor," Newton said. "Now people aren't going to change brands because this one has a 42-inch screen and that has a 37-inch screen. But if you have a box TV, you're still going to be left in the cold."

Findings from Tilburg University broaden understanding of banking and finance.

"Household borrowing in a foreign currency is a widespread phenomenon in Austria. Thirteen percent of Austrian households report their housing loan to be denominated in foreign currency, mostly Swiss franc," investigators in Tilburg, Netherlands report.

"Yet, despite its importance, peculiar character, and acute policy concerns, we know little about the attitudes and characteristics of the households involved in this type of carry trade. We analyze a uniquely detailed financial wealth survey of 2556 Austrian households to sketch a comprehensive profile of the attitudes and characteristics of the households involved. We employ both univariate tests and multivariate multinomial logit models. The survey data suggest that risk seeking, affluent, and married households are more likely to take a housing loan in a foreign currency. Financially literate or high-income households are more likely to take a housing loan in general," wrote C. Beer and colleagues, Tilburg University.

The researchers concluded: "These findings partially assuage policy concerns about household default risk on foreign-currency housing loans or household retirement security."

Beer and colleagues published their study in the Journal of Banking & Finance (Borrowing in foreign currency: Austrian households as carry traders. Journal of Banking & Finance, 2010;34(9):2198-2211).

Last Thursday was my mom's birthday, and thanks to Google I was able easily to locate the telephone number and e-mail address of a favourite local florist who helped to make her day special. If the florist hadn't set up its own website, the business would have gone elsewhere - because I'm currently in London, so the internet is the first place I'm likely to look for something back home. The same could be said of a property owner based abroad: how would he or she typically find a local tiler, painter or plumber? Chances are it's going to start with a web search - that's why many of these types of businesses now have websites and are expanding their horizons.

Some simple but effective examples of this type of service industry website include www.tapchap.com and www.dial-a-plumber .co.za. I located these easily, sitting in the UK, by searching for "plumbers Durban" and "plumbers Cape Town" respectively.

Choose a name: A domain has to be unique on the web: otherwise, given more than one option, a web browser wouldn't know which site to open. This is why "TLDs" or Top Level Domains exist. In South Africa, the ".co.za" TLD is very common, allowing, for example, www.cnn.co.za to be differentiated from www.cnn.com. Strictly speaking, ".co.za" is meant to be used by companies (co) in South Africa (za), although in reality anyone anywhere can register this TLD. Sites that end with .com are typically US-based sites, but this TLD's association is so desirable that sites from all over the world use .com. Registering a site's domain name is very easy actually. You can use an all-in-one hosting, design and registrar service like www.home stead.com, or a local registrar with basic site builder tools like Hetzner at www.hetzner .co.za. They offer a live demo of their easy site building tools and templates, and their hosting charges start at around $6 (R55) a month.

Note that you can register a domain with any internet registrar, but host your website elsewhere, or move it there later, subject to some conditions - it's your choice how you want things set up. The registration just ensures that anyone who links to or visits your website's address will be directed to the appropriate web server - which is provided by the hosting company.

Search Optimisation: Sites are usually found using web searches, and to be effective, a site needs to be near the top of a list of search results. Professional services exist to help fine-tune this process. An example is Intoweb at www.intoweb.co.za, who recently designed braai king Cadac's website at www.cadac.co.za. If you're going it alone, there are some basic rules to remember. Include keywords that search engines like Google will index and use to list your site according to how relevant it is to a user's search. Try to list words that would appear in solutions as well as listing typical excerpts from a web searcher's questions. Think of words associated with the solutions you provide, and incorporate them in your website's text.

For example, a Franschhoek-based paint and decorating shop might use phrases such as "offer paint colour matching and tinting to any custom colour" as well as listing keywords such as Franschhoek, PVA, painting, paint, enamel, rollers, sandpaper, hardware, etc.

ANOTHER DAY, ANOTHER DRAG Hours at computers don't pay off as pay dirt eludes co-workers.(News)

It's just before noon on Tuesday at Spire Financial, a mortgage firm at 15th and Platte streets in Denver.

Four young brokers - Nick Brown, Brian Fennell, Ben Parker and Chris Hudnall - are logged onto the Colorado Rockies web site at six computers. They had spent three hours Monday without success, but they're ready to try again. Here's what happens on the second go-round:

11:54 a.m.: "Hey! You can get in now," Brown calls out when he makes it to the first web page.

11:55 a.m.: Brown's phone rings. It's another sales rep. "I'm just trying to get tickets," Brown says. "Who can I send you off to?" He quickly transfers the caller to a co-worker.

11:58 a.m.: Brown gets a message that his Internet browser isn't working. He shuts down other programs.

11:59 a.m.: "How many tickets do we have so far?" asks broker Matt Bliss, who decided not to try again after Monday's luckless outing. "We're up to zero," Brown responds, lowering his chin and groaning.

12:03 p.m.: Fennell paces around the room sipping a water bottle. Like the other computers, his screen shows the two-minute countdown to the purchasing page at 1 second, and nothing else is happening. "I think it's a big joke. It's ridiculous."

12:04 p.m.: Parker gets a text message from friend Heather, a nurse at St. Anthony Central in Denver. "Any luck with tix?" - the note says. No, he responds.

12:08 p.m.: Brown sits at his computer, chewing lightly on his left pinky. He highlights the sentence on the screen that says "Do not refresh this page or you will be dropped to the end of the line." "I wonder if the tickets are out already," Brown says.12:12 p.m.: Broker Matt Bliss walks in the door with a chicken panini sandwich. Fennell jumps up and tells Bliss "We got tickets!" He's joking.

"You guys are (jerks)," Bliss says.

12:16 p.m.: Brown switches on a radio under his desk. "I'm just trying to see if anybody is getting in."

12:18 p.m.: Parker gets another text message from Heather at the hospital. "There r 3 people here trying to get tix," the message says.

12:26 p.m.: Brown gets a call from a co-worker who's out of the office. "Hey, can I use your Internet to try and get Rockies tickets?" Brown asks him. "Thanks."

He runs downstairs to log onto that computer.

12:27 p.m.: Fennell gets a call from co-worker Mike Freeman in their Phoenix office. "Freeman got four tickets," Fennell calls out. "Of course he calls to brag."

"That jerk!" Brown retorts.

12:35 p.m.: Brown bangs his palms against the desk and groans. "What a waste of my life."

12:40 p.m.: Brown opens 15 screens to the Rockies Web site. "One more for good measure," he says as he opens a 16th.

12:57 p.m.: Staffer Tami Cox jumps out of her seat. "My sister got tickets!" she calls out. Cox's younger sister Janice Armstrong bought four $250 tickets from her computer at her physical therapy office in Lakewood.

1:10 p.m.: Phoenix staffer Freeman says he's still trying to complete the ticket purchase.

3:12 p.m.: Freeman is still trying. He had chosen club seats in section 242 and in 246 during a second attempt. He even enters his credit card number. But then he gets bumped out.

3:15 p.m.: Freeman gets a message on the Rockies Web site that the tickets are sold out.

"I'm absolutely disappointed," he says. "I hate the Red Sox."

Polka Fest to feature 'Yodeling Cowgirl': Event April 23 in Hosmer.

Apr. 16--A Polka Fest is planned from 1 to 8 p.m. April 23 at the Hosmer Civic Center. A lunch of barbecues and knoefpla will be served. Admission is $6. Supplemental funds will be provided by the Edmunds County Thrivent Chapter 30578. The event will include a door prize. "Bring your family for an afternoon of music and fun," according to the flier. The featured performers will be the Allen Aman Band, The Starliters and 12-year-old Kristi LaRae Goldade of Wishek, N.D.

Goldade is known as "North Dakota's Yodeling Cowgirl." Her first exposure to yodeling came at age 8 at the Medora Musical. She was hooked on yodeling from there on. She then bought a CD with yodeling songs and practiced while feeding calves on the family dairy farm. Her father, Michael, got in contact via the Internet with Janet McBride, "The Yodeling Queen of Texas." McBride sent Goldade various tracks and songs, opening a whole new world of different yodeling songs for Goldade to practice. Goldade is one of the six children of Michael and Geraldine Goldade.

Boeing Executives to Speak at Analyst Conference.

Boeing Integrated Defense Systems President and Chief Executive Officer Jim Albaugh, and Boeing Commercial Airplanes Vice President of Future Customer and Market Kent Fisher, will speak at the SG Cowen "Global Aerospace Conference" in New York City on Tuesday, Feb. 11.

Mr. Albaugh is expected to discuss Boeing's performance, strategy and outlook, with a focus on Integrated Defense Systems. Mr. Fisher will be one of the featured participants in a panel discussion on the commercial aerospace market.
